Notified Martin of Chrome OS Lounge about this update. I'm using Dev, so I cannot comment.

Adobe indicates the current version of FlashPlayer for Chrome is 10.3.181.26.

Google Chrome Releases indicates it is installing 10.2.158.26.

Link to "help site," on same page, does not work.

Is there any particular reason why Chrome OS Dev Channel updates don't seem to ever be posted here?

Try downloading one of Hexxeh's Chromium OS Vanilla Nightly Builds:

http://chromeos.hexxeh.net/vanilla.php

These are not only bleeding edge when you get them but also have their own update channel, so you'll never be out-of-date.
